Please note this position requires up to 50% travel in Washington, DC.
Given the financial nature of this position, this position has been defined as a position requireing a creadit check. Prior to being hired, promoted, or transfered into the position, the candidate must successfully pass a creadit background check.
SUMMARY:
Under the guidance of executive leadership, and reporting to the Executive Director, Government & Public Affairs (ED), assists in the formulation, strategy, presentation, and implementation of the Company's public policy initiatives in various manners to elected and appointed state and federal officials and key opinion leaders. Focuses over half time on federal policy matters. Analyzes proposed legislative and policy actions for impact on the Company and recommends positions.
ESSENTIAL DUTIES AND RESPONSIBILITIES:
- Advocates the Company's position before state and federal governmental bodies
- Maintains effective professional contacts with elected and key appointed state and federal officials involved in the federal political environment and trade associations based in Washington, DC
- Represents a positive example of the Company within the community and with state and federal officials
- Analyzes public policy issues regarding state and federal governmental affairs
- Assists PAC Chair (ED) with federal PAC efforts
- Prepares, analyzes and interprets legislation and government documents
- Assists in organization and planning of regular federal meetings for executive leadership and ED
- Assists ED with administering department policies and procedures related to federal efforts
- Monitors federal legislative and regulatory hearing schedules
- Assist with scheduling of events and interested meetings on federal matters
- Maintains expenditure records for federal lobbying filings and corporate auditing purposes
- Identifies and makes recommendations on federal public policy matters to management
- Communicates federal public policy positions both internally and externally
- Acts as a positive representative of the Company

QUALIFICATIONS
MINIMUM EDUCATION AND/OR EXPERIENCE:
Bachelor's degree in a related field with nine to eleven years of related experience, or equivalent combination of education and experience.
PREFERRED EDUCATION AND/OR EXPERIENCE:
Advanced degree with a federal policy focus, and ten years of experience in: federal policy development, as in-house or external lobbying/advocacy, federal agency government affairs or Hill staff experience; experience providing strategic direction and implementation of proactive federal policy; experience organizing and directing team activities for interactions with federal government officials; experience conferring with federal agencies to emphasize weaknesses or merits of specific regulation to influence policymaking process; or equivalent combination of education and experience and understanding of energy industry issues.
CERTIFICATES, LICENSES, REGISTRATIONS:
- Must possess a current, legally valid driver's license and meet the company's driving record requirements.
- Must register and/or maintain registration as a federal lobbyist.
COMMUNICATION SKILLS:
- Ability to read, analyze, and interpret legislation, government policy documents, technical reports and legal documents
- Ability to effectively present information and to respond to common inquiries or complaints from various groups
- Ability to write memos, speeches and articles for publication that conform to prescribed style and format
ANALYSIS AND PROBLEM-SOLVING ABILITY:
- Ability to define problems, collect data, establish facts, and draw valid conclusions. Ability to interpret an extensive variety of technical instructions in mathematical or diagram form and deal with several abstract and concrete variables.
- Must be proactive and able to work on projects independently or with a team.
COMPUTER SKILLS:
- Working knowledge of various spreadsheet and word processing software
PHYSICAL DEMANDS:
- Ability to sit up to 2/3 of the time and to stand and walk up to 1/3 of the time and to talk and listen for long periods of time. Manual dexterity is required to perform computer applications and good vision is required to perform all aspects of the job. May occasionally lift and/or move up to ten pounds. May require some travel.
WORK ENVIRONMENT:
- Office environment in Albuquerque, New Mexico, with travel to Washington, DC.
